The EU Has Not Banned Carry-On Luggage Fees—Yet

BRUSSELS — Despite recent growing headlines suggesting otherwise, the European Union has not yet banned carry-on luggage fees across its 27 member states. While a legislative proposal is in motion, the process is far from over.

The Transport Committee of the European Parliament passed a resolution in late June that would standardize and forbid airlines from charging customers for a personal item and one carry-on luggage (up to 7 kg). Consumer activists praised the action as a significant step toward justice and transparency in the cost of plane travel.

At this point, though, the resolution is not legally binding. For it to become EU law, the measure must still be approved by the majority of the entire Parliament, with a minimum of 361 votes, then undergo negotiations with both the European Commission and the Council of the EU, which represents national governments. These latter institutions have expressed reservations, particularly regarding the regulation’s impact on low-cost carriers and market competition.

Some member states, including Germany and the Netherlands, have proposed a watered-down version of the rule that would only guarantee one small personal item for free, not a full cabin bag. On their part, airlines argue that mandatory baggage allowances would limit their flexibility and could lead to higher base fares.

Consumer groups are urging the EU to move forward swiftly. "Passengers deserve clear, consistent rules across Europe," said a spokesperson for the European Consumer Organisation (BEUC). "Hidden fees have long undermined price transparency in the airline industry."

However, until the entire legislative process is complete, airlines in the EU are still permitted to charge passengers for overhead cabin baggage, and many continue to do so.

On another note, Eurocamera also wants to ensure that children under the age of twelve can sit next to their companion free of charge, as well as those passengers with limited mobility.
